Knowledge, Culture, and Governance pillars

Jan and Nina developed the Blue Citizen Curriculum within the Young Citizens' Council for the Ocean as a structured learning journey that connects scientific understanding, personal reflection, and political agency.

It is based on a central question:

  • Knowledge (Learn): What must I understand to act responsibly as a Blue Citizen?
  • Culture (Feel): What is my personal relationship to the ocean?
  • Governance (Act): What institutional conditions are necessary for Blue Citizens to act politically?

The curriculum was implemented through a series of structured workshops, expert dialogues, peer-led research sessions, and governance simulations. It culminated in the development of the Blue Citizen Compass.

The idea: To empower a new generation of Blue Citizens who understand the ocean not only as an ecosystem — but as a shared political space that requires responsibility, cooperation, and democratic participation.
